On Wednesday, 18 January 2017, Syria and the Russian Federation signed a formal agreement allowing the leasing of the naval base at Tartus to Russian forces operating in Syria.  The intent of the agreement is to establish a permanent maintenance base in Syrian waters.  The agreement also establishes a protocol for Russian air operations from Latakia.

According to “Sputnik News” the the Novosti News Agency, the initial lease will run for 49 years with extensions of 25 years possible after the expiration of the original agreement.

The agreement establishes the first permanent Russian base in the region since Soviet forces withdrew from Afghanistan more than three decades ago.
